Happy and yet disappointed at the same time
The Editor:
I was happy and disappointed at the same time when I heard that Gillian Lucky tendered her resignation effective immediately as head of the Police Complaints Authority (PCA). Happy because she finally left the PCA; disappointed because she left the PCA with a cloud of suspicion as to who is really responsible for leaking the flying squad report.
While I understand that she was very active in public life by hosting a radio programme and writing for the newspapers, the question remains as to how she will function as a judge when her role requires a high level of impartiality and there was no period of sanitization prior to this new appointment.
Another key point to note, she was quoted as saying, “Your Excellency is assured that I leave the PCA knowing that the Deputy Director and the members of staff will continue to fulfil the mandate of the PCA.” I believe that she left behind a daunting task for them. The reason being, in December 2010 when she appointed to the PCA, she pledged to “renew and restore public confidence” in the Police Service. After 4 years, this has not been accomplished in my view.
The PCA was left in disrepute by its head since in April 2014, acting Commissioner of Police Stephen Williams yesterday ordered a probe to determine whether a criminal offence was committed and by whom, in the leaking of the Police Service and Police Complaints, Authority (PCA) reports into the new Flying Squad.
This has not been completed to date.
