Rambachan: PR right thing to do
Dear Editor
The introduction of PR in the selection of Aldermen for local government corporations following the elections has shown that the Hon PM and the PP Govt was absolutely right in their assertion that such a system will give recognition to “every vote” cast at the elections. Though the system may have disfavored the PP, it was the right thing to do. For the next three years there are persons whose party did not win a seat but who now have a voice.
The philosophy of the PP has always been one of inclusion and the establishment of a broad based democracy, where representation of the greatest number of persons is assured. From the first day the PP won the elections in 2010, the PM has been using a consensus based approach to decision making in which collaboration is at the centre. This has further strengthened the people centered aspect of the governance model. The PP has been clear in both its belief and practice that governance is not the sole domain of the elected but that the citizen has and must be brought into the process of decision making after the elections. A country is best developed and citizen commitment is greater when they share in decision making. The method by which Aldermen are chosen through PR is a giant step in making alive the espoused philosophy of the PP Govt.
The PM has been clear on a number of points with respect to governable about which the Gov’t has been criticized. These include the holding of elections when they are legally and constitutionally due. It also includes consultation as has happened in the case of Local Gov’t Reform and Constitutional Reform. What is even clearer is the announcement by the PM that legislation to have PM serves no more than two terms as well as for the recall of Parliamentarians will be brought to Parliament.
For over sixty years PR has been discussed in T&T. The legacy of the PM and of this Gov’t is already being written in that with the maximum of courage and the least of fears the Gov’t brought the amendment to use PR. It is worthy of note and an important reminder that those who opposed it are now touting the great decision it was. This is a clear case of people in the politics who are self serving rather than nation conscious.
Leadership is not just about inspiring others. It is also about inspiring yourself as a leader to do right and to be principled. PM Kamla Persda Bissessar has fulfilled both of these.
The PM and the PP Gov’t stands tall today for doing what was right!
Sincerely
Suruj Rambachan
